Sandbox Exclusions for Internet Explorer

In Sandbox Settings dialogue box for making exclusions for Applications, how would it work if I put a checkmark in the option to "Save outside sandbox: Account information for Hotmail and Messenger"? I'm not quite getting that. Sometimes I wonder whether these are not made up to torment us!

directory access versus quick Recovery folders

what is the reason that some features allow for quick recovery while others allow only direct access?
