Can I savely stop Nalpeiron Licensing System?

I came accross a "Nalpeiron Licensing System" in msconfig / services.

Tried to find out where this came from.
Seems to have something to do with
name: nlsX86cc
exec.: nlssrv32.exe
located: C:\Windows\SysWOW64
description: This service enables products that use the Nalpeiron Licensing System

I found that in the template.ini in C:\Program Files\Sandboxie
