Not exactly...
Greenborder's package is different in its "always on" design and its subsequent requirement for the end user (IT department, since it's designed for corporate users) to specify trusted or untrusted domains. For trusted domains there is no isolation from the rest of the system.
It's worth checking out a report from the company they hired to test its security.

In this case APC isn't Advance Power Csomething.
SBOX1115 means Sandboxie detected an incompatible software product (which I hope, can remain nameless), and has taken steps to facilitate peacful co-existance.
