Profile says HTML = Yes but compose page says "HTML is

On the website, my profile shows "Always allow HTML:" as "Yes" but when I try to compose a message, the options say "HTML is OFF". What's going on?

I want to post a screenshot of an error and can't see any way to do it without HTML.
