it turns out it was the exploit protection in hitmanpro.alert.
If I disable it for chrome, no problems.

I hadn't thought to only disable Chrome's protection in HitmanPro.Alert (easier/better way to go) but it looks to amount to the same thing. I'll stop looking for something strange on my computer now. Thanks.
