What are the exact steps to reproduce the issue?
Install the Civilization 6, then launch.

I have not seen any successful posts regarding Civ (even with previous versions):
search.php?keywords=civilization

See if the latest beta helps:

Why do you need to run this game Sandboxed?

Please provide the output of running Resource Access Monitor, using a new Sandbox with default settings (+latest beta):
