Internet Explorer is part of Windows, how did you remove it exactly? You will need to access it to try the steps I provided. The fact that you haven't used it in a long time might explain why the settings aren't correct.
Please, try these steps to launch Internet Explorer:
Click on Start.
Type "run" (without quotation marks), a new window will pop-up.
Type "iexplore.exe" (without quotation marks).
Click OK.
Internet Explorer should launch and you should be able to follow the previous steps to correct TLS settings.
As for the screenshot, let's try a video instead. Please follow these steps:
Open Problem Steps Recorder by clicking the Start button , and then typing "psr" (no quotation marks).
Click Start Record.
Reproduce the issues (you can also show us what happens when you try to launch Internet explorer).
Click Stop Record.
In the Save As dialog box, type a name for the file, and then click Save (the file is saved with the .zip file name extension).
