[.07] Disable Forced Programs bug

Windows 7 64-bit and 32-bit
Sandboxie 4.01.06

When I disable forced programs, forced programs will still run sandboxed when run as administrator.

Steps to reproduce:

1. Disable forced programs
2. Run a forced program as administrator

Are you using the right-click entry on the tray icon, and then starting the program within the default time limit setting of 10 seconds?

I'm disabling using the tray icon, but I have the time limit set at 3600 seconds.
